NYS Concealed Carry 18-Hour Mandatory Course

New York Concealed Carry Training Requirements

New York requires qualifying concealed carry applicants to complete the NYS 18-Hour Concealed Carry Firearms Safety Course, consisting of:

16 hours of classroom instruction
2 hours of live-fire training

Training requirements may also apply when renewing or changing an existing pistol license, depending on the type of license and issuing jurisdiction.

New York firearm licensing requirements can vary between New York City and other licensing jurisdictions, and additional requirements may apply.

NYS CONCEALED CARRY FIREARM SAFETY TRAINING

The New York State Concealed carry firearms safety training requires (16) hours of -in-person live classroom instruction and (2) hours of live-fire training by Duly Authorized Instructors. Safety Quest Limited is authorized to provide this instruction. A certificate will be issued upon completion of the NYS required 18 hours of training.

(16) Hour In-Person Classroom Instruction Consists of

16-HOUR CLASSROOM TRAINING

Firearm safety and storage, NYS and federal firearm laws, concealed carry and situational awareness, sensitive and restricted locations, conflict management and de-escalation, use of deadly physical force, interactions with law enforcement, suicide prevention, and basic marksmanship.

Students must pass the required written examination with a minimum score of 80%.

(2) Hour Live-Fire Course Curriculum Topics Consist of

2-HOUR LIVE-FIRE TRAINING

Range safety, safe drawing and re-holstering, loading and unloading, firearm condition checks, target acquisition, and live-fire exercises.

Students must successfully demonstrate the firearm proficiency required by New York State.

All participants must bring a current NYS Driver’s License or government-issued photo ID.

I just completed my NYS 18 hour concealed carry course. The instructor was Joe Asti. If you ever get a chance to get trained by this man… DO IT!! He is an awesome instructor and a hell of a nice man.

Who is required to take the new firearm safety training course?

Any individual who seeks to obtain or renew a NYS concealed carry license for a pistol or revolver will be required to take the 16-hour classroom and 2-hour live-fire firearm safety training course. This will be required for concealed carry licenses issued on or after September 1, 2022.

Individuals renewing their license in New York City or Westchester, Nassau, and Suffolk counties must complete the training.

If I am renewing my concealed carry license in a jurisdiction where it has an expiration date, (i.e., New York City, and Westchester, Nassau, and Suffolk counties) will I need to take the firearm safety training course before renewing?

Yes. An individual seeking to renew a concealed carry license on or after September 1, 2022, will need to complete the firearm safety training course.

What if I already took the NYS 18-Hour Concealed Carry Course?

Pursuant to 38 RCNY §5-03 sub. a-2: After completion of the NYS mandated Concealed Carry training, licensees are required to submit within 6 months of each renewal, a completion of two hours of a live-fire range training course that meets the requirements of §400.19(19)(b) of the Penal Law.

Are active or retired law enforcement or former military personnel exempt from having to take the firearm safety training course?

The firearm safety training requirements apply to all applicants for a concealed carry license. This includes retired law enforcement and former military personnel.

Local licensing officers have the discretion to determine whether a portion or all of the firearms training requirement is satisfied for those applicants who completed a firearm safety course in the previous 5 years.

If I only want a firearm in my residence and do not want to carry concealed, do I still have to take the firearm safety training?

No. Premises license holders are not required to take the firearm safety training course. The firearm safety training course requirement applies to concealed carry licenses.
